Justine W. Blue, MPA
Justine W. Blue is a native of Kinloch, Missouri. She is a product of both the Kinloch and Ferguson-Florissant School Districts. Justine holds a Bachelor of Arts and a Master of Public Administration from Saint Louis University graduating with honors from both programs. An avid and enthusiastic proponent of continuous education, Justine is currently pursuing a PhD in Public Policy Analysis and Administration from Walden University.
Justine has a long professional career history in both the private and public sectors starting nearly 30 years ago. She spent more than a decade working for one of the largest Pharmaceutical Benefit Management companies in the country where she honed her leadership skills and also where she advanced her financial acumen and program development and implementation responsibilities. Upon leaving the private sector, in 2008, Justine joined the Division of Family Services as a specialist in the long term care approval department while simultaneously working to secure needed benefits for families struggling to make ends meet. After her time at DFS Justine moved on to working for facilities that provide residential care for elderly adults and infirmed members of the community in 2010.
Her varied professional work history, genuine desire to look after the disenfranchised and personal ties to the City of Kinloch led Justine back to her roots in 2012 where she took over as the City Manager. In this role Justine uses all the skills she has learned, professional relationships she has developed, and assistance from on high to guide her efforts in restoring Kinloch to her rightful place in history.
Justine is a member of First Missionary Baptist Church of Kinloch now in Black Jack, MO where she has worshiped for 40 years. Justine was named twice among “Who’s Who in Black St. Louis” and is a former member of the National Association of Professional Women. Justine currently sits on the Board for the St. Louis Economic Development Commission and she is a member of Alpha Kappa Alpha Sorority, Inc. Justine and her husband John have three children and two grandchildren.
